Please note the surrounding density of R7200 and higher. In recent years we have been receiving notices such as these 
from Snohomish County regarding rezones bordering Zone1. And if you note the density, upper left corner in the image, 
Westlake Heights and adjoining Canyon's Glen II - higher density. To the right in the image, which is south, 
Pinnacle Sonata apartments. All along the ridge north and south of Zone 1 higher density is already developed in place.
Zone 1 is dry ground. There is no a valid reason for the level of encumbrance that the property owners are subjected to.
